In a large frying pan, cook the ground beef and chopped onion over medium heat until the meat is no longer pink. Drain any excess fat.
Stir in garlic salt, chili powder, and the tomato sauce, chopped tomatoes, and tomato paste. Let it simmer for a few minutes to combine the flavors.
Add the can of chili beans to the meat mixture, stirring well to incorporate. Continue to cook for an additional 5-10 minutes.
If using a crockpot, transfer the meat mixture into the crockpot and cook on low for 4 hours. If using the stovetop, keep the mixture warm after cooking.
Prepare your serving area by laying out the cooked rice or Fritos as a base.
Allow guests to create their own plates by layering the meat mixture on top of the rice or Fritos, followed by shredded cheese and their choice of toppings.
